Summary of the contracting process

The Department for Environment, Food & Rural Affairs (DEFRA) has awarded a contract to the Waste and Resources Action Programme (WRAP) for the project titled "RDE731 Evidence on the role that Online Marketplaces play in the sale". This project falls under the industry category of Research and Development Consultancy Services (CPV code 73200000) and aims to gather information about the role of Online Marketplaces in the sale and distribution of electronics, batteries, and vapes to inform regulatory policy. The procurement was conducted using a selective method as a call-off from a framework agreement. The contract performance period is from 29 November 2024 to 31 March 2025, covering various regions including the United Kingdom, Europe, and other international locations. The key tender deadline was 18 November 2024.

This tender provides a significant opportunity for businesses specialising in consultancy services focused on research and development, particularly those experienced in market analysis and regulatory compliance. SMEs and VCSEs are particularly well-suited to compete for such contracts due to the specific requirement to gather evidence on non-compliant third parties and the role of Online Marketplaces, highlighting a need for in-depth market knowledge and investigative capabilities. Engaging in such projects can lead to further opportunities within DEFRA’s scope of work and similar regulatory-driven projects across various sectors. The awarded contract amounting to £68,437.10 indicates a substantial investment, providing ample resources for the executing party to deliver quality insights and potentially influence significant policy changes.

Notice Title

RDE731 Evidence on the role that Online Marketplaces play in the sale

Notice Description

DEFRA is seeking to gather information on the role of Online Marketplaces (OMPs) in the sale and distribution of electronics and electronic equipment (EEE), batteries, and vapes to inform regulatory policy on the disposal of waste arising from EEE, batteries and textiles. Currently there are proposals to classify OMPs as "producers" of goods sold through their marketplace by overseas sellers. Many of these sellers are not registered under existing UK producer responsibility regimes. It is these non-compliant third parties that utilise OMPs to facilitate sales that we are seeking to acquire further evidence about. There is a significant evidence gap on the number of OMPs that operate within these markets, their market share, and whether the price level and type of goods sold through OMPs differs from those sold by physical retailers. It is necessary to fill this evidence gap to ensure that any new regulations limit the potential for producers to free ride on their obligations, whilst also ensuring that compliant producers that also have a presence on OMPs are not double counted.
