Summary of the contracting process

Swindon Borough Council is currently conducting a procurement process for a New Highways Asset Management (HAMS) System. This tender falls under the services category, particularly focusing on software packages and information systems. The contract period is set to commence on 1st November 2019, initially for 60 months, with an option for up to five additional one-year extensions, potentially leading to a total contract duration of 10 years. Interested parties must submit their responses by 23rd September 2019. The initial estimated contract spend ranges between £560,000 and £917,000 for the first five years, escalating to a total of between £750,000 and £1,572,000 if all extensions are exercised.

This tender presents a significant opportunity for businesses specialising in software development and asset management systems, particularly those that can offer innovative solutions and training for operational implementation. Small and medium-sized enterprises (SMEs) are particularly encouraged to participate, which could lead to long-term partnerships with Swindon Borough Council, especially given the potential for system applicability across various council services in the future. Companies with experience in data migration and system integration are likely to find this tender aligned with their capabilities, enabling them to contribute to enhancing local public service efficiencies.
