Summary of the contracting process

The procurement process for Accessibility Audit Services was initiated by the Department of Health and Social Care, targeting the IT services sector. The awarded contract, valued at £33,163, is based in London and was officially recognised on 24th November 2020. The contract is set to commence on 30th November 2020 and will run until 29th November 2022. This initiative is part of the Health Research Authority's Research Systems programme aimed at enhancing the Integrated Research Application System (IRAS) with a focus on achieving WCAG 2.1 AA compliance through a selective procurement method, specifically a call-off from a framework agreement.

This tender presents significant opportunities for businesses specialising in accessibility consulting and IT service development, particularly those with experience in auditing and implementing web compliance standards. Small and medium-sized enterprises (SMEs) are especially well-positioned to participate in this procurement process, given the nature of the contract requirements focusing on manual auditing and testing of accessibility features. Firms that can demonstrate expertise in user experience design, web accessibility regulations, and have a track record in similar projects will find this an advantageous opportunity to expand their client base within the public sector.

Notice Title

Accessibility Audit Services

Notice Description

Provision of Accessibility Audit services to the HRA RS programme: The Health Research Authority is seeking a supplier to provide an accessibility audit of the first modules of a new online service, ahead of GDS assessment in December 2020. The Integrated Research Application System (IRAS) is delivered by the HRA on behalf of the IRAS partners, including the devolved administrations. The online system is used to apply for permission to start health and social care research in the UK. It contains guidance for applicants, as well as an intuitive application form. The new version of the system is built using a Pega platform. Some screen shots that show example screen already built are given in the Appendix. IRAS is being redeveloped as part of the HRA's Research Systems programme, a multi-phase agile programme of development spanning the next four years. Future modules will enable applications for additional study types to be made using the new system and will surface information from the system on a public-facing website for a non-expert audience. Users of the current modules are professionals applying for approvals for health and social care research studies. At this time the audit should focus on three key user journeys: * A user making a new application for a Clinical Trial of an Investigational Medicinal Product (CTIMP) as part of the Combined Ways of Working (CWoW) programme * A user submitting an amendment for a trial already in progress * A user booking a slot at a Research Ethics Committee The HRA is aiming for WCAG 2.1 AA compliance and would like the system to be manually tested using the following software and browser combinations: Software Version Browser JAWS (desktop screen reader) 18 or later Chrome NVDA (desktop screen reader) Latest Firefox VoiceOver (ioS screen reader) Latest Safari (version 12 or later) TalkBack (mobile screen read-er) Latest Chrome Windows Magnifier or Apple Zoom (screen magnifiers) Latest Any Dragon (speech recognition) 15 or later Internet Explorer 11
