P1192 Youth Promise Plus Final project evaluation
Notice Description
As part of the Birmingham and Solihull Youth Promise Plus project (YPP), Birmingham City Council is now commissioning a supplier for the provision of the Birmingham and Solihull Youth Promise Plus: Project final evaluation. The project is funded by European Social Fund (ESF), the European Youth Employment Initiative (YEI) and Partners own Match funding (including funds from the Police and Crime Commissioner). Birmingham and Solihull was selected as an area to receive the additional YEI European funds because of the high level of youth unemployment in the area. The contract is managed by the Department for Work and Pensions (DWP) who are the Managing authority for ESF in the UK. The contract is scheduled to commence in April 2023 and complete on 30 November 2023. The Youth Promise Plus (YPP) project began delivery in 2016. YPP sought to provide education, training and employment support to over 16,610 young people aged between 15-29 across Birmingham and Solihull who were not in education, training and employment (NEET). The project has been extended three times but will finally conclude in December 2023. The evaluation report will critically assess all aspects of the Youth Promise Plus (YPP) project delivery and impact. Providers must demonstrate a local and demographic knowledge of Birmingham & Solihull and the challenges in the area experienced by young people participating in the project. The required project evaluation will include as a minimum; o Quantitative analysis: a comparison of actual outputs and results achieved against targets. o Qualitative analysis: a detailed quality assessment of project activity highlighting strengths and areas for improvement and learning. This should include a survey, with findings of statistical significance, conducted with input from YPP partners and young people to assess their views of YPP including its delivery in terms of equality. o As assessment of the contracts performance for those who are most vulnerable. This group should include care leavers, offenders and those at risk of offending. o A comparison between the YPP project and other similar programmes and project activity. o An assessment of the legacy of YPP for youth unemployment support in Birmingham and how this learning can be best implemented and shared. To effectively present and disseminate evaluation findings to the Council and its partners and key stakeholders, the following will also be required; o A face to face dissemination event to young people, partners, stakeholders and the Council with live social media. o Written evaluation reports in Word with a PowerPoint summary presentation and with any associated data to be available in Excel format. o Input into Youth Promise Plus Steering Group meetings as required. o Other innovative dissemination formats to be devised by the provider and agreed with the Council as appropriate The Council will be using its free...
