Notice Description

The services and deliverables Construction, Design, and Management and Health & Safety Services Homes England takes health and safety very seriously and expects all Suppliers to do the same. All Suppliers must adhere to the Health and Safety obligations in the Framework Contract and the following Homes England policies where applicable: * Homes England Safety, Health and Environment Policy * Homes England Asbestos Policy * Homes England CDM Policy Copies of these policies are provided in Appendix A. The following responsibilities for the CDM A role are identified: * Act as the single point of contact for H&S advice throughout the project, including all sub-phases as identified in the table above. * Advise on the suitability of those appointed or being considered for appointment to the project team e.g. designers (including temporary works designers), Principal Designers and contractors including Principal Contractors, to ensure that they have knowledge, resources and organisational capability to carry out the work (Reg 8(3)). (This includes checking SSIP registration and compliance with PAS 91 or Homes England internal H&S questionnaire which forms part of the ITT. Note that suitability assessments will not extend to designers and Principal Designers already appointed to Homes England's DaRTS Framework. This only applies to 'non- framework' appointments such as design & build contractors who undertake the Principal Designer role). * Assist in the drafting and issue of appointment letters for Principal Contractor's and Principal Designer's, where appointed, using Homes England templates (Reg 5(1)) * Check that the Principal Designer(s) appointed to the project, or project sub-phases are complying with their duties under CDM and advise the Homes England Project Manager accordingly (Reg 11 & 12, & 4(6)). The number and frequency of reviews may be influenced by the duration and complexity of the project )* For the purposes of your tender, please assume a minimum of 1 review per quarter. * For projects >30 working days in duration and > 20 people on site at any one time during the project) or exceed 500 person days, submit the F10 notification and revise where necessary to the HSE ( Reg 6). * Check that the Principal Contractor or Contractor appointed to the project is complying with their duties under CDM and advise the Client accordingly. This will include carrying out site safety inspections as part of monitoring performance of the Principal Contractor or Contractor (Reg 6(b)). The number and frequency of reviews may be influenced by the duration and complexity of the project )* For the purposes of your tender, please assume a minimum of 1 per month, during site periods. * Review the Construction Phase Plan (CPP) and advise the Homes England Project Manager on its suitability prior to the commencement of construction work for the project sub-phases as identified above (Reg 4(5)). * Check that adequate w
