Summary of the contracting process

The Department for Education is initiating the procurement process for the "Home Learning Environment Recovery Programme," aimed at enhancing education and training services across the United Kingdom. Currently in the planning stage, this process is set to formally engage potential suppliers. An early engagement notice was published on 20th January 2022, with a key engagement deadline on 28th January 2022. The programme seeks to address the needs arising from the Covid-19 pandemic, particularly focusing on improving home learning environments, which are crucial for children's development.

This tender presents significant opportunities for businesses, especially those specialising in educational interventions, child development, and support services for families. Companies that can demonstrate effectiveness in enhancing language, social, and emotional development, as well as self-regulation in children aged 3 to 4, would be well-suited to compete. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate in shaping the delivery of these vital services as the Department for Education seeks innovative solutions from the market.

Notice Title

Home Learning Environment Recovery Programme

Notice Description

The purpose of this notice is to notify the market of a forthcoming information session to provide detail of recent funding announced for Home Learning Environment interventions to support Covid recovery and to outline how this funding will complement the Autumn statement's announcement of PS300 million which was committed to transform 'Start for Life' and family help services in half of the council areas across England. An early information session will be held on Wed 26th Jan at 10am To register for this event please email: hle.coalition@education.gov.uk A good quality HLE is crucial for children's outcomes We know that a strong HLE in the early years predicts better verbal and non-verbal development at age 3 and 4, and improved school readiness (SEED study, 2020). The positive effects continue into later school attainment throughout primary and secondary education (EPPSE study, 2015). Children from disadvantaged backgrounds experienced a poorer quality HLE during the pandemic - over half a million (17%) of under 5s in England live in poor home environments. There is robust international evidence on the effectiveness of targeted HLE programmes for enhancing children's early language development with the potential of children gaining 6 months progress over a year (EEF early years toolkit). We are in the early stages of policy development and delivery design and would welcome input from suppliers of interventions that give practitioners the tools to deliver a range of support to parents of 3 and 4 year olds on the home learning environment, with evidence to show they support one or more of the following learning outcomes: language, social and emotional development and/or self-regulation. Additional information: This notice is for information only and is intended to be indicative. Therefore, all information presented here is subject to change. Accordingly, DfE will not be liable for any cost, expenditure, work or effort incurred by any party acting on the basis of this EEN.
