This procurement process, classified as open procedure above threshold, is at the Tender stage and is set to close for submissions at 12:00 noon on 30th August 2019. The contract itself is expected to commence on 1st January 2020 and will run until 31st December 2023. Interested participants can access bidding documents via the BravoSolution portal.

This tender presents a significant opportunity for consultancy firms, particularly those specialising in transport planning and rapid transit services, to engage with the WMCA. Businesses that are small to medium-sized enterprises (SMEs) or voluntary, community, and social enterprises (VCSE) may find this tender especially suitable, as a minimum of six consultants will be qualified under the framework. Moreover, firms with expertise in transport modelling, local governance, and the ability to navigate complex social and environmental considerations will have a competitive edge in the assessment process, which values quality at 70% of the decision criteria.

Notice Title

WMCA Transport Planning Framework

Notice Description

The West Midlands Combined Authority (WMCA) currently resources most of its Transport Planning requirements from Lot 2 of its Professional Services framework that expires in February 2020 alongside its rapid transit transport planning framework. The purpose of this tender is to simplify the process by bringing the two elements together in one Framework Agreement, over a maximum term of four years, where consultants can apply to be included either for rapid transit only or for both transport planning and rapid transit. It is intended to qualify a minimum of six consultants across both areas of the framework. Consultancy support through this Framework Agreement will be required to supplement the work of the in-house Transport Planning team. Qualified consultants will be required to be knowledgeable in current transport modelling and appraisal guidance and best practice in scheme development as well being sensitive to the economic, social, political and environmental climate that the WMCA operates within. Consultants will also be expected to understand the transport operation environment, local transport governance arrangements and the WMCA's role within the transport sector. In order to access the documents and submit a bid please do so through BravoSolution, the WMCA's e-tendering portal (https://wmca.bravosolution.co.uk). The tender reference is itt_685 and if you are not already registered on BravoSolution it is free and usually only takes a few minutes. Please see the Brief document for further details of the requirement. Bids are being assessed on the basis of 70% quality and 30% price. Only those organisations that have answered all of the questions and provided all supporting documents satisfactorily in the Qualification Envelope of BravoSolution will go on to have their tenders evaluated. Please submit all responses, via BravoSolution, by the tender deadline which is 1200 noon on Friday 30th August 2019 and the deadline for any clarification questions, also via BravoSolution, is 1200 noon on Friday 23rd Aug 2019.
