Summary of the contracting process

Essex County Council is seeking providers for a coaching service aimed at children and young people in care through a soft market test exercise. This service, scheduled for procurement alongside Norfolk and Hertfordshire County Councils, is part of a strategy to improve life outcomes for those at risk of requiring more intensive residential care. The current procurement stage is active and open, with a tender period that ends on 20th October 2017. The delivery of services is expected to take place in the East of England, under the classification category of Health and Social Work Services. The contract period will run from 2nd April 2018 to 31st March 2020.

This opportunity presents significant prospects for businesses in the health and social care sectors, particularly those specialising in support services for vulnerable young individuals. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) would be well-suited to compete for this contract, as the Council is particularly interested in innovative solutions that offer coordinated support and collaboration with existing care providers. Engaging with this tender can help qualified organisations expand their service offerings and contribute positively to community welfare.

Notice Title

Coaching for children and young people in care - Soft market test

Notice Description

Essex County Council ("the Council") is currently developing its service specification for a forthcoming procurement of coaching for children and young people who are currently in care. This scheme will be jointly procured alongside Norfolk County Council and Hertfordshire County Council under grant funding. This is an innovative scheme which is designed to improve outcomes for children in care who are at risk of escalating to secure accommodation/ high cost residential packages. The ethos of this scheme is to provide co-ordinated intensive support via a coach with ongoing support from a social worker whilst developing a new relationship with the young person's current care provider. As part of the Council's pre-market engagement for this project, a soft market test exercise has been developed which seeks to establish the potential level of interest from organisations to deliver this service, and to invite feedback which could be incorporated into the final specification.
