Summary of the contracting process

National Highways Limited commissioned interim commercial and quantity-surveying support for schemes under its Legacy Concrete Roads Reconstruction Framework. The work supports project managers on five schemes and life-extension works, including commercial input to design and options appraisal, works-order initiation, target review, commercial mobilisation and transition to a strategic delivery partner. It is tactical support for the framework’s concrete-road reconstruction schemes; the later, longer-term strategic commercial delivery service is outside this procurement. Work is delivered in London. The service requirement is relevant to quantity-surveying and commercial-management consultancies experienced in supporting infrastructure project teams through design and early works stages.

The procurement is complete and awarded. National Highways used a selective process as a call-off from a framework agreement. The contract was awarded to Arcadis Consulting UK on 28 July 2026 for £312,643.64. The contract period runs from 28 July 2026 to 31 May 2027. The tender deadline was 26 May 2026. This was a single service requirement covering commercial support across the five schemes and life-extension works; the award information records one supplier and one contract value. The requirement was identified as suitable for small and medium-sized enterprises. No award evaluation criteria are stated in the available process details.

For firms seeking to compete when National Highways next procures this specific type of support, the award demonstrates demand for interim commercial capability linked to legacy concrete-road reconstruction schemes. A credible competitor would need to provide experienced commercial resources who can support project managers through design and options appraisal, initiate and review works orders, assess targets and help mobilise commercial arrangements. The work also calls for the ability to support several schemes in parallel and to hand over effectively to a longer-term strategic delivery partner. The procurement was made through a framework call-off, so suppliers’ access to the relevant framework route is commercially important. The buyer marked the requirement as suitable for SMEs, indicating that smaller consultancies may be relevant where they can demonstrate the necessary infrastructure commercial expertise and delivery capacity.
