Summary of the contracting process

The Ministry of Justice is initiating a tender for the Bail Accommodation and Support Services (BASS), now referred to as BASS Generation 3. This procurement falls under the category of Other community, social and personal services and is aimed at providing vital accommodation and support for defendants and offenders released on bail and from custody across various regions in the United Kingdom, including North East, North West, and London. The procurement is currently in the planning stage, with a key engagement end date set for 23 February 2018. The authority plans to hold a market engagement event towards the end of April 2017, intended to inform potential bidders about the requirements and expected procurement processes.

This tender represents a significant opportunity for businesses specialising in social and community services, particularly those that can offer innovative accommodation solutions and support services. Companies that may excel in this bidding process include those with expertise in welfare services, social housing, and community management, as well as those capable of forming partnerships or consortiums to meet the diverse needs of service users. Given the emphasis on adapting to welfare reforms and extending services to a broader range of clients, businesses with agile operational models and a strong understanding of these developments will be well-positioned to compete effectively.

Notice Title

Bail Accommodation and Support Services (BASS) - now named BASS Generation 3

Notice Description

Accommodation and Support Services for defendants released on bail and offenders released from custody, who meet the necessary eligibility criteria including those released on Home Detention Curfew (HDC) and Intensive Custody Orders (ICO). The Accommodation and Support Services allows both offenders and defendants to remain outside of the prison environment when they do not have an address to reside, providing them with accommodation and a range of support services to ensure they are safely managed within the community. The Authority is intending to award a national contract for the Services required, and encourage and welcome the formation of Consortiums, Joint Ventures etc for the delivery of Services. Additional information: The Authority will be undertaking engagement with the market and keep abreast of any developments from planned Welfare Reforms, some of which are linked with the social housing sector, and which may have an impact on the operating model going forward. Knowledge of the reform developments will be key in the development of bids and contributing to the Authority's development of options for a longer term accommodation strategy and shaping future services. The Authority is also currently extending the scope of accommodation and services, and the potential for extending these to a wider range of service users who would otherwise be placed into custody, will need to dovetail into the longer term strategy. Market Engagement It is intended that the Authority will host a market engagement event towards the end of April 2017 . Details will be provided to those who have registered an interest in the opportunity. Representatives from the Authority shall describe the Authority's high level requirements, its intended procurement process and high level performance requirements, as well as highlighting any potential issues including the Wefare Reforms. Following the briefing, attendees will have the opportunity to meet with representatives from the Authority and network with other interested organisations. Further information will be issued upon registering to attend the event. To register your interest in attending, please email; bass3@justice.gsi.gov.uk Further information is set out in the Prior Information Notice (Ref: 2017/S 039-070817) published in the OJEU in February 2017.
