16 052 ICT Case Management System

Notice Description

Provide a 'fit for purpose' case management system which will assist in making both the civil and criminal investigation process quicker, more efficient, more consistent and will also help to simplify and improve the management and monitoring of investigations and cases. Cheshire East Council's Community Safety Delivery Team & Trading Standards Investigations service is recognised for the standard of excellence they have set in successfully carrying out investigations, however criticised for the time to produce prosecution files resulting from investigations and the multiple processes currently involved, to build capacity and reduce costs" The system is to ensure the up keeping of these standards and ultimately improve them whilst making the process much quicker, saving officer time, physical resources and costs. The system will also be implemented and used by the Community Enforcement (Wardens) in regards to investigations into such issues as fly tipping, littering, abandoned vehicles, anti-social behaviour and dog fouling. Within all investigations the Community Safety Delivery Team must comply with the requirements of various pieces of legislation, including; * Police and Criminal Evidence Act 1984 * Criminal Procedure and Investigations Act 1996 * Regulation of Investigatory Powers Act 2000 * Criminal Justice and Police Act 2001 * Human Rights Act 1998 * Data Protection Act 1988 Additional information: All clarifications raised by bidders prior to the submission deadline (as indicated in the timetable) in regard to this RFQ must be submitted via the e-tendering portal - "The Chest": www.the-chest.org.uk by the date shown on the "Indicative Timetable". Please note that The Chest system is closed for maintenance between 26th - 29th December
