Infrastructure Measurement and Monitoring Strategy
Notice Description
HS2 Ltd wish to procure the support of a Supplier to help develop the strategic content of the organisation's internal and outward facing Infrastructure Measurement and Monitoring strategy. This work is required to define and document the HS2 Infrastructure Measurement and Monitoring Strategy for the end state railway. The strategy should provide a single source of truth and describe how HS2 will gain the necessary level of asset performance and condition knowledge to continually determine asset value, and risk. This work will also inform the respective procurement and tender exercises for both the Rail Systems and Rolling Stock. It is essential to HS2 that asset information data is reliable and repeatable and is collected and autonomously processed in order to inform optimum whole life cycle decisions. HS2 is seeking to adopt a risk based Reliability Centred Maintenance approach and therefore needs to establish a robust, resilient system for capturing asset data. HS2 wants asset performance and condition data to be sourced from a number of processes and technologies; together these will form the Infrastructure Measurement and Monitoring system. Input into HS2 Ltd's actions plans will also be required to enable the Infrastructure Measurement and Monitoring strategy to become realised from2017 onwards becoming an operational system from 2025. In order to create this content, the Supplier will be required to: 1) Conduct/collate research into the railway Infrastructure landscape in which HS2 Ltd and its supply chain operates, as the basis to understand the key challenges to meeting the strategic objectives relevant to Infrastructure Measurement and Monitoring; 2) Conduct/collate evidence on the approaches and interventions that have been successful elsewhere in delivering the outcomes set out in the relevant HS2 strategic objectives; 3) Engage with stakeholders across the project internally, and key external stakeholders to inform this research; 4) Incorporate the existing work that has been completed to date in the programme; 5) Work closely with HS2 Ltd's Head of Infrastructure Maintenance Delivery to draft the content of the materials required; and 7) Develop a stakeholder engagement plan for development and sign off of the strategy content. Additional information: In order to express an interest and tender for the contract, Tenderers will need to initially register on HS2's E-Sourcing Portal (please see http://www.hs2.bravosolution.co.uk/ for further details). Registration on the Portal is only required once. To register on the Portal Tenderers will be required to complete the following steps: a) Click the 'click here to register' link. b) Accept the terms and conditions and click 'continue'. c) Enter your business and user details. d) Note the username you use and click 'save' when complete. e) You will then receive an e-mail with your unique password. To access the ITT documentation: a) Log into the Portal with your unique username and password. b) Click on the 'ITTs open to all suppliers' link. c) Click on the relevant titled ITT item. d) Click the 'express interest' button in the 'actions' box on the left hand side of the page (this will move the ITT pack into the 'my ITT' box). This is a secure area for projects only. e) Click on the ITT code (you should then have access to all attachments by clicking the 'settings and buyer attachments' in the actions box). f) Download the documents relating to the ITT. Click 'attachments' on the left hand side. The number in brackets refers to number of documents that need to be downloaded. Click on the bold and underlined filename.
