16 009 Highway Design, Maintenance and Construction Services
Notice Description
The service is the management of the Council's highways network and associated property and comprises: * Asset management and lifecycle planning of the highway network * Management and permitting of the highway network * Design of maintenance programmes and improvement schemes * Engineering, technical, project management and advisory services related to the highway network * Routine maintenance of carriageway, footways, cycleways and car parks * Public rights of way works * Flood protection works * Public realm works * Routine maintenance of bridges, culverts and other structures * Routine maintenance of fencing, barriers, vehicle restraint systems, signs, road markings and street furniture * Routine maintenance of highway drainage systems and other drainage assets * Routine maintenance of highway verges, hedges, trees and other landscaped areas * Routine maintenance of street lighting and other illuminated installations * Winter maintenance including precautionary salting and ice/snow clearance for the highway network * Emergency response to incidents on or affecting the highway network * Planned maintenance including patching, surfacing, surface treatments, reconstruction and reinstatement of the highway network * Construction of improvement schemes for the highway network up to an estimated value of PS5M (per individual scheme) Additional information: This contract will be open for use by Cheshire East Borough Council. The value of this contract is in the region of PS525M - PS600M (15 years x PS40M est. per annum) - The duration of the contract will be for 180 months (15 years). The contract will include a break-clause which will entitle the Council to terminate the contract at its discretion on the 8th anniversary of the contract start i.e. after 96 months.The values given in this notice are only estimations - the Council gives no guarantee or warranty or makes any representation as to the accuracy of any indicative values. The Council reserves the right not to award the opportunity or to award only part (or a different arrangement) of the opportunity described in this contract notice. Bidders should note that the procurement documents (including the Invitation to Submit Initial Tender) are draft documents at this stage, providing indicative information of the Council's intended approach in the procurement process and are for general information only. The Council reserves the right to vary, amend and update any aspects of the procurement documents and final details and versions of the procurement documents will be confirmed to applicants successful in being selected to participate in the relevant tender stages of the procurement procedure. This procurement exercise will be conducted on Cheshire East Borough Council's electronic Contract andTender Management System at the www.the-chest.org.uk Organisations wishing to be considered for this contract must register their expression of interest and provide additional required information through the Contract and Tender Management System. Expressions of interest must be by way of completion and return of the Selection Questionnaire ('SQ') (in accordance with the requirements set out in the SQ) by the date and time specified.
