Summary of the contracting process

The Department for Education is seeking tenders for the "Trust set up programme support and financial due diligence" project in the East Midlands region. This initiative aims to establish a high-quality independent organisation to support children and young people in Northamptonshire. The procurement method is selective, with the tender period concluding on 18th July 2019, and the contract anticipated to commence on 25th July 2019, lasting until 31st December 2020. The total value of the contract is £1,000,000, with a minimum threshold of £500,000, making it a substantial opportunity within the health and social work services category.

This tender presents significant opportunities for small and medium enterprises (SMEs) and voluntary and community sector enterprises (VCSEs) focused on providing social care and related services. Companies that specialise in project management, financial advisory, or consulting services in the children’s social care sector would be particularly well-suited to compete. Given the emphasis on establishing an effective and sustainable trust, businesses with a track record in similar initiatives may find this a valuable prospect to expand their operations and influence in public procurement.

Notice Title

Trust set up programme support and financial due diligence - Northamptonshire County Council

Notice Description

The overarching intention is that services for children and young people in Northamptonshire must be high quality, meet financial objectives and be sustainable. Creating an independent and professionally led organisation is considered the best way to realise this ambition. DfE requests quotes from providers to project manage the set up of the Northamptonshire Children's Social Care Trust and provide financial due diligence to inform contractual arrangements. A memorandum is being produced by the Council, the Department and the Department's children's services commissioner in Northamptonshire. A comprehensive briefing and handover will be conducted once the contract has been awarded. The Trust is to be operational as soon as is reasonably possible. Our current working assumption is that the Trust will be operational no later than 1 July 2020. Note: Bidders interested in this requirement should be aware that they must allow at least 6 full working days before the competition closing date of 18th July 2019. This is to complete your registration on the Department for Education's, Dynamic Purchasing System. Incomplete registrations will not be accepted. Bidders who are already fully registered on the Department for Educations Dynamic Purchasing system do not have to re-register. Bids already submitted can be withdrawn from the competition, or updated as long as this happened before the deadline.
