Interim Principal Economist
Notice Description
Job purpose * The successful candidate will be responsible for leading or contributing to specific projects within the design workstream of Water 2020 and/or the costs and charges workstream of the programme. * The Design workstream is responsible for taking forward the design of any new upstream markets and the PR19 arrangements. This will include definition of services, assessment of barriers to competition and scope for addressing these issues. It will also consider design of PR19 price controls and scope for greater use of competition. * Within this workstream is the costs and charges project. This project is responsible for both (i) the development of new charging rules to support the upstream reforms; and (ii) developing cost models for PR19. In addition this project plays a key role in identifying and supplying data that is required by the market team. Key responsibilities within the programme * The successful candidate will be responsible for leading / contributing to the costs project. This project is tasked with ensuring that robust information is available on the costs and underlying economics of services; along with the development of cost models for PR19. * In addition we expect the candidate to contribute to analysing the impact of different regulatory proposals. For example this could involve assessing approaches to the legacy RCV, or analysing the impact of different approaches to setting access prices.
