Description of Requirement. * Develop an evaluation framework based upon a scoping and feasibility study for the evaluation of socio-economic impacts of the SPF GGR-D programme, exploring the extent to which socio-economic impact can and will be measured and identifying the necessary KPIs. Bids should set out how they intend to attribute programme activities and outputs with identified socio-economic impacts. It must set out realistic expectations on what can be achieved during the lifetime of the programme given that many of the benefits may not have easily measurable metrics, and may not be realised until long after the programme finishes. * Produce a programme baseline report for the SPF GGR-D programme from which any socio-economic impacts can be measured. * Produce an interim evaluation report focusing on the mid-term review conducted by the programme. * Carry out the end of programme evaluation and produce a final report. Where programme outcomes have not yet materialised the evaluation must consider whether there are interim outcomes that provide an indication of future impact. The evaluation will consider each strand of the programme as well as the impact of the programme as a whole.
