Notice Description

The Council invites quotations for the provision of Adults Social Care and Health Directorate Provider Services Options Appraisal Proposal. In 22/23 adult social care is expected to maximise savings. The directorate has committed to reviewing its 'Provider Services', the Council's in-house service, which includes: * Extra Care Housing for older adults * Active Lives Day Services for people with autism, learning disabilities and physical disabilities * Day Provision for people with dementia * Sensory Impairment service * Careline and Telecare responders service; and * Shared Lives accommodation. It was agreed that an external partner would be commissioned to conduct an options appraisal, expected to provide evidence and recommendations against each of the options below: 1. Retain the service as is, ensuring we maximise its use as an alternative to commissioned care packages as the first priority / or to support clients who the external market struggles to provide for/cost of external provision is prohibitive, e.g. dementia with challenging behaviour 2. Insource current commissioned services 3. Consider decommissioning parts of the in-house service; appraise the options for the voluntary or external providers to deliver these more effectively 4. A mix of 2 and 3 above, with advice provided on the implication of an outcome which leaves some services with the Council and outsources others and whether this will leave a viable and safe in house service. 5. Maximising Careline response service income targets as well as looking at the funding levels for this service. 6. Consider how the Community Equipment Service (transferring into the department in Nov 21) which is a commercial, income generating model could be integrated and maximised to generate further income
