Summary of the contracting process

The People's Dispensary for Sick Animals (PDSA), the UK's leading veterinary charity, has recently completed a procurement process to secure a contract for the supply of veterinary pharmaceutical and consumable wholesaler services. This process aimed to reinforce its supply network for its national network of Pet Hospitals and operational sites across the United Kingdom. PDSA used an open procurement method, appropriate for contracts above threshold values, offering both a single integrated contract and separate lots (Pharmaceutical and Consumables Wholesaler Services). Notably, the total contract value was GBP 20 million, indicating a substantial investment in ensuring continuous, compliant, and value-driven procurement practices. This tender, published on 19th January 2026, progressed from an invitation for expressions of interest to awarding the contract on 18th June 2026, with the award publication on 24th June 2026. The contractual period is set from 1st July 2026 to 30th June 2029, and the successful supplier is Covetrus UK.

This tender presents significant business growth opportunities, particularly for seasoned suppliers in the veterinary and pharmaceutical wholesale industry. Businesses with experience and regulatory authorisation in supplying to regulated UK supply environments, particularly those with a valid Veterinary Medicines Directorate (VMD) Wholesale Dealer Authorisation, would find themselves well-positioned to compete in such procurement processes. The scale and scope of the contract, combined with its ethical and compliant trading expectations, necessitate suppliers who can ensure reliable, time-critical delivery across a multi-site estate. The opportunity suits larger enterprises capable of structuring transparent, sustainable commercial models aligned with PDSA's values, contributing significantly to public service and ethical compliance. Consequently, this tender underlines the synergy between robust commercial practices and impactful charitable work within the veterinary services sector.
