Notice Description

Supported Housing - Mental Health Accommodation Pathway - Supplier Event - 6th July 2018 Westminster City Council's Mental Health Accommodation Pathway provides accommodation and support (not "care") to adults with Severe (and enduring) Mental Illness ("SMI"), who often have additional, needs such as substance/alcohol misuse, behavioural issues and a forensic history. It also supports some adults with other mental health presentations. The Mental Health Pathway provides accommodation along with supporting service users (residents) in a number of areas including: better managing their mental and physical health; developing daily living skills; accessing education, training and employment, along with other, positive, community based, daily activities; and moving-on to independent living. The Pathway aims to improve quality of life and to enable service users to develop greater independence and control in making life choices and maintaining their health and wellbeing. At present Westminster has 426 bed spaces available in 36 premises, across the City of Westminster. Housing support is delivered by 9 service providers who either own or lease the premises from where the services are delivered. The services currently provide "High", "Medium" and "Low" levels of support. The current service provisions are to expire on the 31 December 2019, therefore the Council wishes to meet with suppliers to discuss how best to move forward and re-procure the services. It is the Council's intention to undertake a 2-phased procurement approach as follows: Phase 1: Undertaken OJEU Restricted process for Mental Health Recovery Services in 5 service Lots/geographical areas: - Central - Shirland West - Shirland East - Pimlico - Marylebone Phase 2: Undertaken OJEU Restricted process for any services within the Pathway not included in Phase 1 that the Council wishes to tender, in a configuration to be confirmed. Furthermore, it is the Council's intention to engage with one service provider per Lot, through a "Market Share Cap" to ensure a healthy, cohesive market and streamlined service provision.
