Notice Description

Kent Community Health NHS Foundation Trust are looking for EOI in the following:- We are looking for a supplier to undertake a formal evaluation process. The Trust's Health Visiting Service is commissioned by Kent County Council and has implemented an early intervention intensive visiting service for families experiencing a range of vulnerabilities. The programme has been developed by the Centre for Child and Parent Support at the South London and Maudsley NHS Foundation Trust utilising the Family Partnership Model (FPM). FPM is a strengths-based partnership programme designed to empower parents and help them achieve the very best outcomes for their children, their families and themselves. This is the first time that this intensive intervention has been implemented and it has been specifically designed for Kent. The Family Partnership Programme in Kent is delivered by Family Partnership Practitioner Lead (FPPL) who are based within each district in Kent alongside the universal Health Visiting Teams. The programme started in 2019. A formal evaluation was delayed until a number of rapid cycles of evaluation were carried out internally to identify any operational changes required following its initial implementation. The long-term plan was for the programme to be evaluated and following a pause of the programme for four months from April - July 2020, the service now feel that the time is right to progress an evaluation. This is important for a number of reasons: * To ensure that the programme is operating as intended, with a particular focus on access and equity. * To assess whether the model was implemented in a way to support the achievement of the proposed outcomes * To measure whether the model is delivering the outcomes intended. This will enable a decision to be made as to whether the programme needs to be adapted or its implementation method amended to maximise the achievement of the desired outcomes. Due to the complexity of the intervention and the eligible client group, the evaluation model will need to reflect this. The evaluation will need to be a mixed methods evaluation, covering process and outcome elements. As the intervention takes place over on average 1 year 2 months, the evaluator will have key points of assessment to measure ongoing progress and milestones. Assessment points will be expected after the completion of the programme to measure sustainability of change and long-term impact of programme.
