Notice Description

In May 2018, in response to the public consultation on the implementation of T Level programmes, the government confirmed its plans to review post-16 qualifications that are approved for teaching in providers in England at level 3 and below. The review aims to streamline the number of qualifications available and to ensure, as T Levels develop, that we only fund high quality qualifications that serve a clear and distinct purpose. We launched a first stage consultation on 19 March 2019 covering the scope and broad principles the review should consider. The consultation is open for 12 weeks, closing on 10 June 2019. We are inviting a company to bid to carry out the analysis and reporting of responses we receive. The analysis of consultation responses will contribute to policy design and highlight the questions we will need to consult on in the second stage. We are committed to analysing all the responses to accurately gather the views and evidence of stakeholders, publish the government response, and inform further policy work for the second stage consultation. The consultation comprises 21 questions (excluding the first 5 questions which ask for respondents' name, position and organisation). 11 of the 21 questions include a Yes / No element, but all questions invite respondents to add comments. Since the consultation launch on 19 March 2019, our team has been carrying out some initial analysis. We, would like the support of an external company to: * Carry out analysis of all the responses, using our initial analysis as a starting point (we would expect an increase in response towards the consultation's closing date). We would like a meeting at the beginning of the contract so that we can provide any helpful background about the policy and share the findings from our initial analysis. The analysis should be by topic and pull out any differences by respondent type where appropriate. * Produce a report focusing on a few priority questions including those relating to pre-existing qualifications. * Deliver a presentation of the findings once the analysis is completed, but before the report is finalised. * Produce a full final report for internal use, which will inform the government response to the consultation and policy development. To ensure quality of the reports, we require up to two drafts of the report before the final version, to be commented on by our team. We would like the report to identify the key themes and findings for each question, identifying where a trend varies by respondent type, or has been given disproportionate weight due to a campaign (where organisation(s) submit duplicate responses). * Produce a summary report, containing the overall key findings, which we could publish as an annex to the government response on gov.uk.
