Notice Description

PLEASE NOTE THIS IS A REQUEST FOR INFORMATION. IT IS NOT A TENDER PROCESS. Buckinghamshire Council (the Council) is undertaking a preliminary market engagement exercise prior to tendering for services for the hauling, sorting and reprocessing of recyclables collected by the Council from domestic and commercial properties in the Aylesbury Vale area. The types of waste to be recycled will include cardboard, mixed papers, plastics, metals and glass. Approximately 21,972 tonnes per annum of recyclables are available at a Waste Transfer Station (WTS) owned and operated by the Council. The service provider is required to arrange haulage of the waste from the WTS to the Materials Recovery Facility (MRF) where it will be sorted into marketable products. This early engagement notice is to obtain responses to a Request for Information (RFI) questionnaire. This RFI will inform the Council about the market conditions amid the COVID-19 pandemic and the best industry practices in relation to service provision, innovation, social, economic and environmental benefits to communities, deliverability of our requirements and a suitable procurement timeframe. The Council aims to enhance its understanding of the market for recyclable waste, with a view to consider undertaking procurement of these services following receipt and review of RFI responses. Responses to this RFI will require your understanding of: * Hauling commingled recyclables; * Sorting commingled recyclables; and * End markets for the sale of segregated recyclables. As such, this notice does not formally signify the beginning of a procurement process and does not constitute commitment to undertake a procurement exercise. In the event that the Council decides to commence a formal procurement exercise a separate Contract Notice will be issued.
