Notice Description

Greater Manchester Combined Authority are seeking expressions of interest (EOIs) to undertake a review of Greater Manchester's partnership approach to tackling modern slavery and human trafficking. Across the city-region, there is a strong commitment to tackling modern slavery and promoting human rights. We want to understand how fit for purpose our current approach is considering the picture of MSHT locally and changes nationally to the legislative framework. This review aims to assess the nature and scale of modern slavery and human trafficking in Greater Manchester, and the effectiveness of existing arrangements and partnerships in addressing modern slavery and ensuring that all individuals in Greater Manchester are protected from exploitation and abuse. The review will be co-commissioned and managed between the Police Crime, Criminal Justice and Fire team and the Public Services Reform Team. As such, the review includes a requirement to enable our understanding of the ways in which our current approach intersects with homelessness and migration and asylum integration. The review and subsequent recommendations/action plan should include consideration of current arrangements and commissioning in light of changes to national legislation in this area. The review will focus on modern slavery partnership working in Greater Manchester, including local authorities, police, NGOs, and other relevant organisations, including the private sector. The review will: - Understand the picture of MSHT in Greater Manchester, including review of existing data and data flows through the system, - examine the strategies and initiatives in place to prevent modern slavery, identify and support victims, and prosecute perpetrators. - assess the level of collaboration and coordination between different partners, - assess the effectiveness of communication and information sharing, - assess commitment to the GM Modern Slavery Statement across relevant partners, - identify gaps and opportunities in partners and partnerships to prevent and tackle MSHT, - identify gaps and opportunities in place to identify, respond to and support the range of potential victims of MSHT, - take a multi-agency problem solving approach to the development of recommendations for improvement and further action to strengthen Challenger's and Greater Manchester's response to MSHT.
