The Commercial Services Delivery Division, CSD within the Commercial and Procurement Directorate support Operations Directorate to achieve good business outcomes by developing cost, time and supplier intelligence and management required for effective decision making. It also protects the commercial interests of Highways England through active commercial contract, change and dispute management
