The Client, Highways England, wishes to procure continued, independent programme management and specialist technical services to support the delivery of stocktake action 14 - a programme focussed on upgrading all remaining HADECS 3 speed-only enforcement cameras on smart motorways to have dual red 'X' and speed enforcement capability - so that: - the programme's governance arrangements are implemented effectively; - the activities that form part of the programme are coordinated and integrated; - the enforcement authorities are kept informed of delivery progress and supported to introduce red 'X' enforcement using HADECS 3; - supporting communications and marketing activities are delivered and customer awareness of red 'X' signals, their meaning and importance, and red 'X' enforcement continues to increase; and - the impacts of delivering the programme are identified, monitored and evaluated.
