A public health approach to tackling violence means looking at violence not as isolated incidents or solely a police enforcement problem. Instead, this approach looks at violence as a preventable consequence of a range of factors, such as adverse early-life experiences, or harmful social or community experiences and influences. In adopting such an approach in Blackburn with Darwen we are keen to explore and test new models of working that can deliver in this field. This tender looks to test a model that is sponsored by the Youth Endowment Fund on the back of a successful bid to their programme for the period 2019-21. Violent crime across East Lancashire has risen significantly over the last 12 months, placing increased demand and pressure on frontline services in the sector. The Pause 4 Thought programme will deliver early intervention and prevention work to mitigate this demand.
