Summary of the contracting process

The procurement process for the "EcoSF4: NE Hub Eel Pass Improvement Programme, Development & Design" was undertaken by the Environment Agency, headquartered in London, United Kingdom. This tender, classified under the CPV code 90700000 for Environmental services, focuses on the completion of an optioneering study and detailed design for eel passage at various sites. The tender follows a selective procurement method as a call-off from a framework agreement, with key activities taking place between 20th July 2026 and 19th July 2027. The award was finalised on 16th July 2026, with Fishtek Consulting appointed as the supplier for this project, valuing at GBP 57,285.75.

This tender presents significant opportunities for businesses specialising in environmental and ecological services, especially those with experience in sustainable habitat projects and aquatic life passages. Although aimed primarily at larger enterprises, smaller firms can leverage sub-contracting opportunities provided they collaborate with framework agreement holders. The initiative supports innovation in eel passage construction, encouraging solutions that address long-term environmental sustainability and operability, which can drive sectoral growth in eco-friendly construction and habitat conservation fields.

Notice Description

Objectives The objective of the project is to on behalf of the Environment Agency (the Contracting Authority) complete an optioneering study for each of the three sites to identify the preferred option for eel passage. This should then be progressed to detailed design suitable for construction. The eel pass design at each site should deliver the following objectives: * To provide long term safe passage of eels past the structure, and operate reliably during eel and elver migration periods * To provide an eel passage solution that can be safely constructed, operated, maintained and decommissioned; * Is cost-effectivecost-effective to maintain, accessible for cleaning and inspections, and allows for monthly checks without specialist knowledge * To provide an eel pass solution that is robust enough to withstand the hydraulic conditions and debris experienced at each structure. * To provide consideration of whole life costs and whole life carbon to support decision making in the determination of the preferred option * To meet the requirements set out in LIT 75351 AM TA Eel Pass, Fish Pass and Fish Counters Maintenance Instruction and Guide. * Non powered solutions are preferred; however, the Environment Agency will consider more innovative solutions for Houghton Weir.
