Summary of the contracting process

Bolsover District Council is initiating a tender for the "Pleasley Vale Business Park culvert remedial works project" located in Derbyshire, specifically addressing repairs needed for three culverts on the business park. This procurement is classified under the works category, with a procurement method defined as open, and follows the open procedure below threshold. Key dates include the tender period ending on 20 July 2020, with the contract expected to start on 1 September 2020 and continue until 1 March 2021. Interested contractors are advised to demonstrate their experience, as the nature of the works poses potential risks, and they must provide ongoing monitoring for the condition of the culverts post-completion.

This tender presents an excellent opportunity for construction and civil engineering firms, particularly those experienced in environmental and infrastructure projects. Businesses that specialise in culvert repairs or similar remedial works would be particularly well-placed to compete for this contract. Additionally, small and medium-sized enterprises (SMEs) are encouraged to participate, as they may offer innovative solutions or competitive pricing that aligns with the Council's requirements for comprehensive services, including ongoing inspections and documentation of completed works.

Notice Title

Pleasley Vale Business Park culvert remedial works project

Notice Description

The Council is looking to appoint a suitably qualified and experienced contractor to undertake a project to carry out identified remedial repairs to 3no. Culverts located underneath Mills 1, 2 and 3 located on the business park. In 2017/2018 the Council commissioned P&D Environmental Ltd to undertake a condition survey of each of the culverts to assess their overall condition and provide recommendations for any identified remedial works. These survey documents have been included as an appendix to this document for information purposes. The Council is fully aware that some time has passed since these reports were commissioned so the condition of the culverts may have worsened but the Council still wants submitting contractors to price on the recommendations included in the report but make allowances for additional silt build up, increased levels of debris build up, further masonry repairs etc. The Council will allow a contingency sum in the predicated project costs for such changes in condition. Due to the dangerous nature of the works submitting contactors should be able to clearly demonstrate that they have suitable policies/procedures in place to work in such environments. As officers within the Council will be unable to inspect the works as they progress the successful contractor should provide evidence by taking photos and video footage to prove that the works have been completed to a satisfactory standard. The Council also expects that once the works are completed that the contractor will provide a yearly follow up re-inspection service of the culverts for the next 5 years to continually assess the condition of the culverts, each anniversary inspection will be followed up by a report which will evidence the current condition of each culvert with recommendations for any identified remedial works. The Contractor will provide a quotation for the identified remedial repairs, the Council at this point reserves the right to obtain alternative quotes from other contractor if deemed necessary.
