Notice Title

UK SBS PS18190 Structured Expert Judgement (SEJ) process to determine the Probability of a complete failure of the GB electricity transmission system

Notice Description

Closing date and time for Bidder to submit their response ('the deadline'): 13/08/2018 @ 14:00hrs BST 1. Introduction and summary of requirements The contract is for the development and facilitation of a Structured Expert Judgement (SEJ) process to elicit the probability of a specific High Impact Low Probability (HILP) event - the Total Failure of GB's Electricity Transmission System. This is not due to specific risk concerns but part of a wider programme of work. 2. Background Black Start is the procedure that would be implemented by National Grid to restore power in the event of a total or partial shutdown of the national electricity transmission system. The likelihood of this failure is subject to periodic review by BEIS (as the Lead Government Department for the Energy sector); for the current review, BEIS proposes undertaking a SEJ process to determine the probability through Expert Knowledge Elicitation. 3. Aims and Objectives The aim of this work is to establish a value and range for the probability of the failure of the GB Electricity Transmission System. In addition BEIS staff will work closely with the appointed consultants to gain deeper insight into running of a SEJ process. The Contractor will be required to deliver a one day training workshop that could allow SEJ to be used as a technique for similar high impact low probability risks owned by BEIS potentially without future external consultant support. Please ensure you review all attached information to ensure a full understanding of this requirement. All attachments can be found with the RFx attachments tab within the Emptoris System.
