Expression of Interest: Earl's Court Business Improvement District
Notice Description
Kensington and Chelsea Council (RBKC) has over the last two years worked with partners to enable the development of three Business Improvement Districts (BIDs), one of which is a cross-borough BID with Westminster City Council. Together these BIDs will bring in an estimated additional PS15m to be spent in the borough over their five-year terms. Following an engagement process with local businesses and ward Councillors, Kensington and Chelsea Council wishes to support the development of a BID in Earl's Court, London. An external contractor is sought to work on behalf of all parties, with funding provided through Kensington and Chelsea Council. For the first section of the contract, the contractor will be required to: 1. Review the composition of the current Steering Group and make recommendations accordingly 2. Plan and manage future Steering Group meetings 3. Create a database in compliance with GDPR requirements 4. Create a Comms Plan and implement during the duration of the contract 5. Undertake a Feasibility Study using qualitative and quantitative methods to determine support from all Business Rate payers and where relevant landowners for a BID in this area. Offer recommendations on key issues for the BID to tackle, the BID boundary, Levy cap, % of Levy charged and any additional caveats such as multiple hereditament caps and exclusions, for example for charities If the Feasibility Study determines that a BID for Earl's Court is viable, for the second section of the contract, the contractor will be required to: 1. Plan and manage future Steering Group meetings 2. Continue to implement a Comms Plan during the duration of the contract 3. Manage the database in compliance with GDPR requirements 4. Co-create a Five-Year BID Business Plan, consulting on the draft to achieve a final version for sign-off 5. Canvas all Business Rate payers and where relevant landowners in the BID area to enable them to have all of the information needed to vote on the BID proposal 6. Support Kensington and Chelsea Council to deliver the BID ballot The Council is ideally seeking to engage with a provider with relevant qualification and experience to discuss what this service may look like. Additional information: The contractor will have a successful track record in the following and be able to demonstrate experience via examples and/or case studies from their portfolio: - Advising on Town Centre Management and preferably BID organisation - Dealing with urban regeneration projects - Dealing with a wide variety of retail, commercial and industrial areas - Dealing with local authorities and the private sector - Business planning - Consultation and marketing exercises - Local government finance and collection arrangements - The aims of current regeneration policies - The BID legislative process
