Supported Living in 1-East Staffordshire and 2-Staffordshire Moorlands
Notice Description
For the avoidance of doubt this is not a Call for Competition, this is to initiate market Engagement and soft market testing. SCC is seeking responses from the independent marketplace about their capacity and resources to provide Supported Living care and support, who have a primary diagnosis of a Learning Disability in either or both: 1. Horninglow area of East Staffordshire, in an established Supported Living scheme, for up to 16 tenants aged 34-81 across 3 bungalows (6 / 6 / 4) on the same site. A care Provider would be expected to enter into their own arrangement with the Property Owner, which may include a financial liability for any voids. With an indicative budget of up to PS533,000 per annum 2. Leek Town Centre (indicative postcode ST13 6HQ). The provision of just accommodation or both support and accommodation for a minimum of 8 adults aged 46 - 68. The property could accommodate 8 individuals or interconnected Creative, innovative and solution focused - including exploration of transport optioaccommodations i.e. 3 / 3 / 2 or 4 / 4. With an indicative budget of up to PS367,000 per annum Accommodation requirements should include the following and SCC are happy to explore existing provisions, the expansion / refurbishment of existing facilities or a new development: o Location in the Leek town centre area, with access to local facilities, resources, groups, leisure facilities and public transport. Enabling residents to maintain family/friend relationships, whilst building genuine community presence; o Single Level Access property - suitable for residents who use mobility aids (including wheelchairs and walking frames); o The provision of level access shower facilities, standard bathing facilities and specialist bathing facilities i.e. Arjo Bath (subject to OT assessment). En-suite facilities are desirable, however not essential; o multiple communal areas to enable residents to socialise and have quiet time / space (away from bedrooms and other residents). A sensory area / space is desirable; o Secure garden area; o Provision for resident and visitor parking of vehicles; o Be suitable to accommodate a range of assistive technology, aids and adaptations - including hoists and grab rails; o In addition, the accommodation would include staff facilities - including sleep-in facilities for potential future use; Volumes and values are indicative and subject to review and update. In addition, some residents may; display behaviours that challenge, have limited or no verbal communication, have other physical health, mobility, frailty, ageing issues including risk of fall and dementia. With requirements for; support to transfer, aids and adaptations, such as hoists. Additional information: Services, support and staffing expectations include: o Staff trained and qualified (as appropriate) in supporting adults with a Learning Disability and associated needs listed above o Outcome focussed through the delivery of high quality personalised care and support; o Creative, innovative and solution focused - including exploration of transport options, use of assistive technology and partnership working with professionals and the community; o The provision of a minimum 2 waking night staff members in the first instance (subject to the size and layout of the property); o TUPE may apply Commissioners would welcome any initial expressions of interest by close of business on Monday 29th April 2019.
