Notice Description

The supplier is required to undertake a comprehensive research project to investigate the actual role of road connectivity in UK housing delivery. The service will provide an evidence base to answer the following key research questions and objectives: - To investigate whether road connectivity is holding housing delivery back and what other factors are impeding housing delivery. - To quantify the frequency and scale at which a lack of road connectivity on the Strategic Road Network (SRN) is the primary of limiting factor for housing projects not being delivered. - To systematically identify and rank the most significant non-road factors currently impeding housing delivery in the UK, eg planning system delays, land acquisition costs and availability, developer finances and market viability, labour and material shortages, and water and energy infrastructure constraints. - To characterise and investigate the specific circumstances or conditions under which the SRN becomes a critical limiting factor for housing delivery. This includes examining different types of developments (eg large-scale new towns vs. small-scale infill projects), geographical locations (eg urban vs. rural), and the nature of the road issue itself (eg traffic congestion, safety concerns, or a complete lack of access). - To analyse how road-related challenges interact with other identified barriers (eg planning system delays, utility infrastructure capacity, economic viability, land availability) to collectively impact the speed and scale of housing delivery. - To develop a predictive model or framework that can help NH predict the likelihood of the SRN being a limiting factor for future housing developments based on a set of identifiable conditions. - To identify the most effective interventions NH can implement or advocate for, both directly and indirectly, to mitigate road-related barriers and support broader housing delivery goals.
