Net Zero Carbon Viability and Toolkit Study

Notice Description

The study will investigate a net-zero carbon pattern book that acknowledges there are several routes to achieving the same aim of net zero carbon for different types of development typologies. Consultants should consider the range of technological solutions and evaluate their impact in terms of criteria to be recommended by the consultants and agreed with the client, such as expected carbon emissions, capital costs, total life costs and their performance against the energy hierarchy. It is intended that the analyses will be used as supporting evidence for delivery of climate change policies in local plans, supplementary advice, masterplanning with site promoters and assist with consideration of and decision taking on submitted planning proposals. As such, consultants will need to consider how best to present the evidence, in what format to ensure it is accessible, credible, easy to use and transparent. Consultants should refer also to the methodology, analysis and toolkit issued in July 2021 through the Local Government Association funding by an association of councils led by Cotswold District Council that illustrates a toolkit approach and is tested against typologies.
