ICT18017 Fuel Access Control and Monitoring Solution

Notice Description

The Council requires a supply and support arrangement for a Fuel Access Control and Monitoring Solution and is inviting Quotes from providers in order to identify the most cost effective method of upgrading the Council's current system to operate with Windows 10, utilising as much of the existing equipment as possible. The Solution should be hosted On Premise and compatible with the Council's infrastructure (detailed in Appendix E Technical Infrastructure) The Council requires the Solution to be implemented and live within 30 days of contract signature and intends to procure the Solution for an initial term of 3 years with options to extend on an annual basis for up to 2 further years, taking the total contract term to a maximum of 5 years. Any extensions will be at the sole discretion of the Council based on performance and business need. The key deliverables for this contract are: * Fuel Monitoring and Control hardware - e.g. Fuel Monitoring and Control Heads at the pumps, Programming Device for the existing central admin PC, and Secure Physical Tokens; * Fuel Monitoring and Control software to enable; o Electro-mechanical pump control; o Fuel flow measurement using existing or replacement sensors; o Fuel access control programming; o Remote pump monitoring/control functionality; o Secure Physical Token programming; o Provision of management reports; o Daily upload of fuel issued; and o Low fuel stock alerts to be automatically alerted/flagged up. * New communications infrastructure based on Mobile Data Network (3G/4G suitable to the geographic location); * All associated works, including decommissioning of existing hardware, to enable the above e.g. electrical/mechanical wiring etc.; * All documentation to support the above to be supplied prior to handover; and * Support and maintenance of the hardware and software. Additional information: This project is being administered via the Council's electronic tendering system, which requires interested parties to register and request documents, plus receive them electronically for the project and submit responses. Bidders must ensure that all Quote Documents requiring a response are completed and submitted through the 'response wizard' feature of the Council's electronic tendering system.
