Summary of the contracting process

The Department for Digital, Culture, Media and Sport has recently completed a public procurement process for a project titled "Technical analysis and comparison of approaches to bias identification and mitigation in decision making algorithms." This initiative falls under the research consultancy services sector, focused particularly on the financial services and recruitment industries. The procurement method was an open procedure, with the tender period concluding on 19th March 2020 and the contract period spanning from 23rd March to 12th June 2020. The total contract value was £125,000, with the contract awarded to Faculty Science Ltd, based in London.

This tender presents significant opportunities for organisations involved in research and analysis, particularly those specialising in algorithmic decision-making and bias mitigation. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to engage in such contracts, as there is a demand for innovative approaches that cater to the specific needs of the financial services and recruitment sectors. Businesses with expertise in developing technical standards and tools for bias identification would be particularly well-suited to compete for similar future contracts.

Notice Title

Technical analysis and comparison of approaches to bias identification and mitigation in decision making algorithms

Notice Description

With particular reference to approaches within financial services and recruitment, The Centre for Data Ethics and Innovation (CDEI) is commissioning a piece of research analysing, assessing and comparing the various approaches to bias mitigation as well as providing detailed technical standards which could be used to identify bias and means for mitigating bias. We will use the outputs produced through this work to develop our recommendations for Government themed around the areas of tools, data and governance which will be published in March 2020. We will provide an initial list of tools and approaches to guide the assessment and standards development, however further work will be needed to ensure this has sufficient coverage to capture all the key approaches available. The focus of our work in this space is financial services and recruitment. Therefore, we would expect this work to provide good coverage and analysis of tools that are explicitly aimed at these two sectors.
