The London Borough of Hackney is currently in the planning stage of a public procurement process titled "Public Mental Health Soft Market Testing". This initiative focuses on providing targeted mental health and wellbeing community services in the City and Hackney area, with a particular emphasis on preventing and addressing mental health issues in under-served communities, such as Young Black Men and the LGBTQ+ population. The engagement end date for this procurement process is scheduled for 28 November 2019, and the associated services relate to social work and health services, classified under the CPV code 85300000.

Notice Title

Public Mental Health Soft Market Testing

Notice Description

Provision of targeted Public Mental Health and Wellbeing community services across City and Hackney to prevent the development of mental ill health or worsening of existing mental health problems, including services for under-served communities e.g. Young Black Men (YBM) and LGBTQ+. London Borough of Hackney and City of London, as an integrated commissioning board, are transforming the way we address the mental health and well-being needs of working age adults who are resident in Hackney and the City of London. For the last four years, this has been delivered through the City and Hackney Well-Being Network, a group of services led by Mind in the City, Hackney & Waltham Forest, Bikur Cholim and comprising Centre for Better Health, Core Arts, Derman, Shoreditch Trust and Vietnamese Mental Health Service. As the current service contract comes to an end in February 2021, we are focusing on designing a service that takes account of changes that have occurred across local mental health and well-being provision since the Network launched and improving access for groups that are under-served. We are looking for new ideas to provide services that address the needs of the following groups: Selective - For groups we have identified are at higher risk of developing mental ill health e.g. YBM, LGBTQ+, either through vulnerability, exposure to adversity or through poor access or use of services. Indicated - For those who already have signs of mental ill health, including those discharged from secondary care, to promote recovery and prevent relapse. We are inviting respondents to complete the following questions. If selected, we will then offer up to 1 hour 1:1 sessions with a small team of commissioners and clinicians to hear your ideas and to help us design services for the future.
