Landscape Recovery Monitoring, Evaluation and Learning
Notice Description
The overall aim of this contract is for Defra to have a clear and robust framework, plan and capability to evaluate the Landscape Recovery pilot and understand the learning from the pilot. By the end of this contract, we will have: - Established an overall evaluation framework, theory of change and plan that will have enabled a process and value for money evaluation of the project development phase. - Set up a plan for the continued process, impact and value for money evaluation of the project implementation phase. - Delivered a baseline measurement and forecast benefits (monetised where possible) of pilot projects through aggregated project-led baselining/forecasts, assessing the quality of data gathered by projects and supplemented this with primary monitoring data. - Delivered a value for money assessment of the development phase and learned how to improve the pilot processes for participants, stakeholders and delivery bodies, with learning fed into the design and delivery of future policy. - Supported the 22 individual projects and enabled them to design and deliver quality project-led monitoring and evaluation and enabled inter-project knowledge exchange. - Managed the project efficiently and effectively, delivered the required outputs and kept key stakeholders informed of developments. The structure of the monitoring and evaluation for the Landscape Recovery pilot will include two broad workstreams in which the successful tenderer will be involved, as specified in the project objectives and deliverables in this document: - Project-led evaluation: Projects will lead this workstream with the support of the successful tenderer, where projects will be responsible for conducting and delivering their own monitoring and evaluation plans, baseline measurements and benefits appraisal. The successful tenderer has responsibility for providing guidance and support to pilot projects to enhance their monitoring and evaluation (see component 4). Projects will then be supported by the successful tenderer to feed their data into the overall evaluation of the Landscape Recovery pilot. - Pilot-level evaluation: This is the overall evaluation of the process, impact and value for money of the Landscape Recovery Pilot. The successful tenderer will lead this workstream by designing an evaluation framework and plan, collating project data, undertaking primary and secondary research, and reporting project and aggregate level findings to Defra.
