Summary of the contracting process

Notice Description

The FCA are looking at becoming a regulator which is increasingly data-led. This will mean significant changes to how we support the market, how we interface with regulated firms, the data we collect and the analysis we perform. At this stage, we are still shaping the project and our roadmap for a new data collection platform and are looking to engage the software market to help us inform, 'the art of the possible,' and key next steps. Any market engagement should be seen as entirely exploratory and not indicative of our proposed strategy, plan or solution. Whilst we have a high-level set of requirements these are technology agnostic and the purpose of this engagement is to help us better understand the COTS and SaaS marketplace and how well candidate products fit to our high-level requirements; this engagement will inform and shape our high-level requirements. We would like to understand how the COTS/SaaS offerings compare to bespoke options, against which we have performed an impact assessment internally. To this end we would like to work with COTS/SaaS vendors to better understand the capabilities and high-level implementation of these products against a number of key areas: 1. Fit to requirements 2. High-level estimates, (cost and timelines) 3. Overview of high-level design - notably how the product will integrate with our architecture, an understanding of extensibility and configurability 4. Track record 5. Product roadmap 6. Key risks and issues Given our current timelines we are looking to collate responses in early January and we are preparing a brief to provide more details and key timelines over the coming weeks. At this stage we are inviting vendors to a briefing day in our Stratford offices w/c 17 December 2018 where we will run through our objectives and approach in more detail and provide vendors with the opportunity to ask questions.
