Summary of the contracting process

Notice Description

Health Education England, working across the East Midlands, is responsible for providing two-year generic training programmes to 1000 foundation trainees across the East Midlands region based in the LNR and Trent Foundation Schools. Currently the two Foundation Schools deliver a programme of generic skills courses to all F1 doctors. As part of this programme we wish to procure an End of Life Care training day to meet the F1 outcomes of the Foundation Curriculum 2012, to enable F1s to: *Understand the principles of providing high quality end of life care including the use of DNACPR orders as outlined in Treatment and care towards the end of life: good practice in decision making (GMC, 2010) *Take part in discussions regarding end of life care and DNACPR orders *Use the local protocol for deciding when not to resuscitate patients Health Education England, working across the East Midlands, intends to procure 500 places on an End of Life Care course from providers within the local education and health communities. Principles The course will need to: *Incorporate theoretical and practical elements i.e. brief presentations, group discussions and work skills rehearsals *Deliver relevant Foundation Curriculum competencies *Be delivered by a multi-professional faculty *Be evaluated by the learners and a certificate of achievement awarded on successful completion of the course *Be provided by an established provider in the delivery of similar courses *Provide access to course manual and/or e-learning resources *Where possible, incorporate an inter-professional theme Additional information: The course must be delivered during a one-day period; which includes any preparatory learning i.e. e-learning content. The preferred maximum number of course participants is 30. Consideration may be given to increasing this to 50 participants, if this can be supported by the faculty. Foundation trainees can participate in courses with other healthcare professionals however the overall number of any course participants cannot exceed this number. Should a group of organisations wish to submit a joint proposal to collaboratively deliver this training provision, or submit sole applications to deliver part of the specification, it is HEE's expectation that any contracted quality management requirements will be a shared responsibility amongst the contracted organisations. Educational Outcomes The course will need to enable participants to: *Understand the value of 'diagnosing dying' and estimating life expectancy *Prioritise symptom control as part of end of life care *Describe reasons to refer to specialist palliative care services and how to access local services *Demonstrate an awareness of Advanced Care Planning in end of life care and the times when it may be appropriate *Discuss patients' needs and preferences regarding end of life care wherever possible *Understand the ethics of transplantation and identify potential donors to senior medical staff
