Summary of the contracting process

The Defra Network eTendering Portal is overseeing a public procurement process titled "Scenario Modeling Tool for Air Pollutant Emissions," which focuses on the air quality management industry. The procurement is currently in the Award stage, having been completed with an awarded contract to Ricardo Energy & Environment. The contract has a total value of £761,549 and spans from 14th June 2019 to 31st March 2020, with the contracting authority expecting robust solutions that integrate various datasets for better air quality analysis.

This tender presents significant opportunities for businesses, particularly small and medium-sized enterprises (SMEs) and voluntary and community sector enterprises (VCSEs), that specialise in environmental services and software development. Companies with expertise in creating analytical tools for environmental data and those capable of customising solutions to meet specific governmental needs should consider bidding for similar future contracts to expand their market presence and contribute to impactful air quality initiatives.

Notice Title

Scenario Modeling Tool for Air Pollutant Emissions

Notice Description

The Authority requires robust, agile and repeatable analysis of future air pollutant emissions and concentrations to underpin Air Quality policy development. Currently we have a range of tools and datasets that were built for a range of different purposes. Enabling them to work together is often a time consuming and laborious task that requires expert interpretation and manipulation leading to inefficiencies. Therefore, the authority seeks a tool that will make best use of current data sources, such as the NAEI, and enable the user to interact with the datasets in the following ways: altering activity levels and emission factors to produce new scenarios at a range of scales from site level to national; setting parameters for estimation of variability and uncertainty; and choosing the geographic scale of emissions outputs ranging from national down to local and the spatial scale (1km2 grid squares at a minimum but preferably to finer geographic scale).
