Notice Description

Newham Council has developed its Homelessness and Rough Sleeping Strategy and is looking to implement the core part of its strategic vision through experienced service providers. Newham council is developing an Intelligence Led model for Rough Sleeping. This will include person-centred plans for rough sleepers, to enable a sense of belonging and purpose in the wider community. The service will develop an integrated outreach approach to Rough Sleeping Pathway's for service users. It is intended that the service will work with partners in health and across the system to ensure a joined up approach to care across the borough, with a focus on improving the longer term outcomes for Rough Sleepers, particularly those who are 'complex and entrenched'. This is an invitation to tender. The service will be for a period of 3 years with an option to extend for a further 1 + 1 years and will be split into 5 Work Packages. The Core Work Package 1 will include Street Outreach, Floating, Move on Support, Housing Management & Tenancy Sustainment, Housing First and Accommodation based Support ( high / complex needs). The estimated aggregate value over the 3+1+1 year contract for the Core Work Package is PS5,750,080. The Specification includes additional Flex Work Packages (2-5) which may be called off at a later date at the Authority's sole discretion and by agreement with the successful provider. The Flex Work Packages are detailed below: Work Package 2* - Navigators Work Package 3* - Day services/ Employment & Education support Work Package 4* - Immigration Advice and Support Work Package 5* - Accommodation based support for complex and high needs. The estimated aggregate value over the 3+1+1 year contract for the Core Work Package and all flex work packages is PS11,051,075. The Services will be expected to cooperate and work in partnership with LBN Street Population Manager and Coordinator, Social Care - Community Neighbourhood Teams and other statutory, independent and voluntary organisations, in order to deliver optimal Rough Sleeping outcomes. Providers must bid for all work packages in order for their bid to be considered.
