Summary of the contracting process

East Suffolk Council commissioned a consultancy to support strategic master planning and landscape assessment for three potential new settlement sites in the Greater Norwich area. The work is intended to help triage the sites, inform the site assessment process and identify preferred site or sites before proposed Regulation 23 consultation. It covers town planning and landscape advice, with related construction, civil engineering and environmental engineering consultancy services. The appointment is made on behalf of the Greater Norwich Development Partnership, involving South Norfolk Council, Broadland District Council, Norwich City Council and Norfolk County Council. Delivery locations include the United Kingdom and the listed site address in Woodbridge, Suffolk.

This procurement has been awarded following a selective restricted procedure. The tender closed on 4 August 2026 at 12:00. Prior + Partners Ltd was awarded the contract on 9 September 2026 for £0, and the award is active. The contract runs from 9 September 2026 to 15 August 2027. The procurement is for services and was evaluated through a restricted process. The requirement was not identified as suitable for SMEs or voluntary, community and social enterprises. The award covers the strategic master planning and landscape consultancy appointment supporting assessment of the three potential new settlement sites.

This award indicates demand for specialist planning consultancy able to combine strategic master planning, town planning and landscape advice in support of major settlement and local-plan work. A credible competitor for a future requirement would need experience assessing multiple strategic development sites, translating planning and landscape evidence into site comparisons, and advising public-sector partners before formal consultation. The work also favours firms able to operate across planning, landscape, environmental and infrastructure considerations, and to produce clear evidence for site assessment and preferred-site decisions. The buyer’s use of a restricted procedure indicates that relevant demonstrated capability and experience are important when competing for this type of commission.

Notice Title

Greater Norwich NSSA -New Settlement Master Planning - Town Planning and Landscape - AWARD

Notice Description

Greater Norwich, comprising the local authorities of South Norfolk Council (SNC), Broadland District Council (BDC) and Norwich City Council (NCC), also working with Norfolk County Council (Norfolk CC), has an established track record of partnership working in the context of plan-making, strategic infrastructure planning and investment. The potential for delivery of a new settlement, or settlements, in the Greater Norwich area was considered during the preparation of the, now adopted, Greater Norwich Local Plan (GNLP). Whilst none of the potential new settlement sites considered were allocated, the adopted GNLP identified that any review of the local plan in the future would assess the potential for a new settlement or settlements. In the context of a proposed GNLP Review, the Greater Norwich Development Partnership (GNDP) has recently committed to developing an evidence base and exploring the potential allocation of land for a new settlement or settlements. It is also likely, ahead of a likely devolution process, that Norfolk and Suffolk will be embarking on the creation of a strategic Spatial Development Strategy (SDS) so there is a further imperative to consider strategic growth opportunities for Greater Norwich, positioned within a wider context. This consultancy appointment is being jointly commissioned by SNC and BDC, on behalf of the GNDP. A Call for Sites has been undertaken (Spring '26) in preparation for the GNLP Review - with the new plan being prepared in accordance with the new plan-making system - and three potential new settlement sites have been promoted. These are the same sites promoted through the last plan-making process. The purpose of this commission is to procure a consultant to provide strategic Master planning and Landscape advice to support in 'triaging' three potential new settlement sites to inform the Site Assessment process and the identification of preferred new settlement site(s) prior to the proposed Regulation 23 Consultation.
