Notice Description

Buckinghamshire County Council (the "Authority") is seeking to establish a Dynamic Purchasing System ("DPS") for the provision of certain transport services to children and vulnerable adults (the "Services"). The Authority is conducting the procurement using the restricted procedure as set out in Regulation 28 subject to the provisions set out in Regulation 34 of the Public Contract Regulations 2015. The DPS will form a necessary part of the Authority's suite of transport arrangements and will be utilised for short-notice and/or short term requirements which are outside the scope of and/or cannot be delivered through the Authority's existing single supplier service contracts. The DPS will be divided into "Categories", sometimes known as "Lots". The Categories are based on the different types of the vehicle that the Authority requires. The people requiring the Services will be children and young people attending, mainstream schools, special schools and pupil referral units and Social Care service users (children and adults) and, potentially, other individual Authority service users. The majority of Services will delivered within the Authority's administrative area but from time to time Services will also be required to be provided outside the Authority's administrative area. The Categories are: 1. 4 to 8 Seats (Taxi or Taxi with Passenger Assistant ("PA") 2. 9 to 16 Seats (Taxi or Taxi with PA) 3. Hackney Carriages (vehicle with driver screen or vehicle with driver screen and PA) 4. Wheelchair Accessible Vehicle 5. Ambulance 6. 17 to 53 Seats (Bus) 7. 53+ Seats (Bus) From time to time the Authority may appoint a managing agent to manage the Services on its behalf. Suppliers will be notified if this is the case. At the time of issue of this Contract Notice the Authority's managing agent is Amey Transport Limited. The Authority cannot forecast likely demand of volumes for any of the Services. Appointment of a Supplier to the DPS is no guarantee that the Supplier will actually receive instructions from the Authority to deliver Services. Suppliers may apply for appointment to as many Categories as they wish. The DPS will operate for a period of five years commencing on or around 1 April 2016. The Authority will have the option, at its discretion, to extend the period of operation of the DPS for a further period of two years, with the maximum period of operation of the DPS being seven years. Suppliers that wish to be appointed to the DPS are required to complete a Pre-Qualification Questionnaire ("PQQ"). All those Suppliers who satisfy the selection requirements set out in the PQQ, as evaluated by the Authority, will be appointed to the DPS in the Categories for which they have applied.
