Summary of the contracting process

The NHS North East London Clinical Commissioning Group is initiating the City & Hackney Neighbourhoods Community Pharmacy Programme, a project aimed at enhancing community health integration within the region. Notice Description

City & Hackney continues to demonstrate an on-going commitment to place-based integration. The C&H Place Based Partnership has made great progress in bringing services together so they are organised around eight Neighbourhoods. City and Hackney adopted more of an asset based approach that is focusing on what matters to residents; working more closely with local communities; and taking a more proactive approach to identifying and supporting residents who have complexity in their lives. The City & Hackney Neighbourhoods programme funds local health, social care and voluntary sector providers to deliver towards the above aims and to reorganise their services around a place-based model. The City & Hackney Place Based Partnership funded a Community Pharmacy provider to deliver the following non-clinical support to the Community Pharmacies in local the Neighbourhood: * Support the roll-out and neighbourhood engagement of GP referrals to the Community Pharmacist Consultation Service. This includes providing training for GP support staff, engaging with residents and community groups, promoting the use of the new Health First minor ailments scheme and monitoring number of GP CPCS referrals by neighbourhood. * Work collaboratively with neighbourhood teams to deliver a successful COVID-19 and Influenza vaccination programme, focussing on the vaccination of the residents in care homes and residential homes. * Work within the neighbourhoods to deliver greater population health through preventive care work with a focus on measuring/ monitoring blood pressure, healthy lifestyle weight management, exercise, alcohol & smoking issues, and promoting self-care advice and self-help. * Work with each primary care network to generate a specific neighbourhood action plan where community pharmacy can support system partners. * Ensure the workforce needs of Community Pharmacy are considered as part of the development of the Neighbourhoods organisational development plan. * Support the evolving pathways of the Neighbourhoods programme including anticipatory care, Multidisciplinary Meeting - including Mental Health Multidisciplinary Meeting and blended teams and Children and Young People pathways. Additional information: In order to deliver this service, the organisation interested must be able to represent all Community Pharmacies in the City & Hackney area and be able to demonstrate accountability to the Community Pharmacies in C&H by becoming members or shareholders of the organisation. The organisation must have good working relationships with Primary Care Network Clinical Directors and GP's across City and Hackney, and be able to evidence previous collaborative working with GPs. The ICB currently procures, and would expect the organisation providing the service to be a not-for-profit organisation that was established by the City & Hackney Local Pharmaceutical Committee, called Pharmacy Services Partnership (PSP), which was created by Community Pharmacists to represent them in Hackney and City of London. PSP is a registered company and has been the provider of this activity since the start of the implementation of the Neighbourhood Model because no other Community Pharmacy membership organisation exists in the C&H area. The ICB is now seeking to determine if there is any other organisation interested to provide the services across City and Hackney and that can represent all Community Pharmacists. Interested organisation must express an interest Contacting the ICB Contract Team through nelondonicb.contracting@nhs.net Please note that any expressions of interests by any other means will not be considered. The ICB is of the view that there is no alternative provider to the incumbent provider because of the unique way that Pharmacy Service Partnership Ltd was established by the local Community Pharmacists and LPC specifically to represent Community Pharmacists where there was a common interest. The ICB would like to understand if other potential suppliers disagree with that view. If there is no queries or contradiction generated by this notice then the ICB will seek to direct award a contract to PSP Ltd using a PCR 2015 Regulation 32 procedure.
