Notice Description

Early Engagement: Respite Rooms Service 2023-25 Bristol City Council is seeking a provider of Respite Rooms. The aim of the service is to provide a safe space, with appropriate support, to vulnerable rough sleepers, within a focus on women, who are unlikely to approach statutory services or the National Domestic Abuse Helpline, and who may have been living on the streets or in otherwise very precarious situations, with histories of domestic abuse/ wider Violence Against Women and Girls (VAWG). We anticipate up to 10 units of accommodation (not dispersed, perhaps in a cluster) would be required. The accommodation will be of a high quality, furnished and meeting all Building Standards, Licensing and / or HMO standards. Colleagues in BCC Licensing department will assist in checking all proposed offers of accommodation. The accommodation will meet the Bristol Standards for Supported Accommodation, which will require the accommodation to be furnished adequately. These are attached for reference. Proposed buildings will be expected to have been given consideration and assessment for the safety of the people who will use the premises, which may include target hardening. The location(s) is flexible but is not expected to be in areas with high crime rates. It would be beneficial for the accommodation to be adapted for wheelchair access and use. The accommodation must be available from the proposed start date of the project, which is April 2023, and available for the duration of the project. As a very broad guide we would expect that schemes meet the following criteria: 1) All accommodation provided by a Registered Social Landlord or private accommodation that is within LHA rates. 2) Rent and service charges will need to be reasonable and acceptable to our Housing Benefit colleagues. Respite Rooms proposals should set out how they will provide a safe space, with appropriate support, for vulnerable rough sleepers. The average length of stay would be under 2 months.
