Scope of the Contract : The College of Policing Ltd wants a supplier to carry out the horizon scanning exercise which must adopt a PESTELEO framework (Political, Economic, Social, Technological, Ethical, Legal, Environmental, Organisational) to ensure a balanced and comprehensive assessment. In addition to the existing areas, the analysis should include: * Government policy, strategy, and legislative agendas. * Parliamentary activity (select committees, APPGs, inquiries). * Media focus and orientation. * Significant campaigns or lobbying activity from the third sector, commissioners, and others. * Police system changes e.g. Police Reform Programme * Technological developments which could both improve our ability to respond to the threat or present new opportunities for offending. * Potential impact of economic changes and economic instability. * Social inequality and deprivation. * Emerging societal norms, practices, and pressures influencing behaviour (online and offline). * Changes or developments in education and learning. * Influence of social media and the evolving trust landscape. * Possible organisational developments within policing and the wider criminal justice system. * Assessment of prospective impact on policing and NCVPP's future business planning and deliverables.
