NHS Jobs Transformation Project
Notice Description
On behalf of the Department of Health, the NHSBSA is the responsible body for the NHS Jobs service. The proposed requirement is to provide an internally and externally facing transactional service that supports NHS wide recruitment, and specifically relating to this Prior Information Notice (PIN) an Application / Applicant Tracking Service (ATS). The NHSBSA is a multi-sited, geographically diverse organisation. We provide a broad range of business services that support the wider NHS. Further information on our extensive service portfolio can be found at: https://www.nhsbsa.nhs.uk/about-us The current system (NHS Jobs 2) is outsourced to a third party supplier. The current contract expires in February 2020 and a replacement service is to be delivered to meet the future needs of NHS Jobs users. The NHSBSA has conducted a Discovery (which started in February 2018). The resulting findings have demonstrated the need for an ATS to support and assist in transforming the NHS Jobs service. During Discovery the requirement for an ATS was identified as a key component and is the focus of this PIN. An ATS is a software application which enables the electronic handling of recruitment needs and is designed specifically for recruitment tracking purposes. ATS functions are expected to include, but are not limited to: - Content Management, - Candidate Relationship Management, - CV Parsing (the conversion of a free-form CV into a structured format), - Calendar Management, - Location Service, - Campaign Management, - Comprehensive reporting capabilities. The NHSBSA is looking for engagement from suppliers of ATS software and services to participate in the planned early market engagement activities. Further information related to the early market engagement activities can be found in Section II.2.14 Additional Information. During the early market engagement the NHSBSA will provide context and current status of the NHS Jobs Transformation project (NHS Jobs 3), and additionally will test the findings of Discovery, which include but are not limited to: - assumptions related to Commercial-Off-The-Shelf (COTS) affordability and currently available commercial models, - test the Target Operating Model (TOM) developed during Discovery for ATS. Additional information: The NHSBSA's early market engagement for NHS Jobs 3 will include a number of stages: 1) NHSBSA Issues PIN / Contracts Finder notice; 2) suppliers to register interest; 3) suppliers to attend Webinar; or 4) suppliers to attend Supplier Day; 5) suppliers to participate in a Request for Information (RFI) exercise via a written submission to the NHSBSA; 6) suppliers to attend one-to-one session with NHSBSA. A Webinar/Supplier Day are part of the NHSBSA's preliminary market consultation phase and their purpose is to give the market a broad indication of the requirements of the NHSBSA, and to receive feedback from the market to help inform the NHSBSA's strategy for an ATS for NHS Jobs 3. Following presentations by the NHSBSA at the Webinar/Supplier Day, the NHSBSA intends to offer all suppliers in attendance, and those who expressed an interest and are not in attendance, the opportunity to participate in the RFI. Both the Webinar, Supplier Day and RFI will assist the NHSBSA in developing our strategy for requirements set out above. The Supplier Day will last approximately 1.5 hours and will take place on 18.6.2018 in London, United Kingdom (location to be confirmed). Suppliers should be aware that the discussions at the Supplier Day will be documented, and the resulting documents will be made publicly available as part of the Supplier Day materials (see below): - Supplier Day date: 18.6.2018, - Supplier Day timings: PM (GMT), - Supplier Day location: London, UK (TBC). The Webinar will last approximately 1.5 hours and will take place on 19.6.2018. Suppliers should be aware that the discussions at the webinar will be recorded and documented, and the resulting documents will be made publicly available as part of the Webinar materials (see below): - Webinar date: 19.6.2018, - Webinar timings: PM (GMT). If you would like to attend, or alternatively would not like to attend and participate in the RFI only, you are required to register an interest by contacting the NHSBSA via email on nhsbsa.jobs3@nhs.net The closing date and time for registering is 12:00 noon (GMT) 8.6.2018. Within your registering email you must state if you want to attend the Webinar or the Supplier Day and/or participate in the RFI. No requests to attend either the Webinar, Supplier Day or RFI will be accepted after 12:00 noon (GMT) 8.6.2018. This Notice is published for information purposes only.
