Contract Summary
Hampshire County Council wishes to establish a register for suppliers who provide additional education and supportive services for pupils with Education, Health and Care Plans (EHCPs). These plans cater to children, young people, and adults with special educational needs requiring support beyond what educational settings can offer. The services awarded under the register aim to meet statutory obligations under the Children & Families Act and SEND Regulations (2014) by assessing, meeting, and reviewing the needs of these pupils through family and professional engagement. In scope services include in-person and online tutoring (both QTS and non-QTS qualified), specialist teaching, regulated therapies, and inclusion support, with flexibility for future adjustments. The register will be open for an initial period of 4 years and further extensions in flexible periods of up to 8 years will be available, taking the maximum length to 12 years. Once operational it will replace the framework SEN Discretionary Payments Open Framework (CS18368). The service's primary function is to fulfil the Authority's statutory obligation under the Children & Families Act and SEND Regulations (2014) to assess, meet and review the needs of pupils with Special Educational Needs (SEN), through engagement with families and support professionals. Under the Children and Families Act 2014 the purpose of an Education Health and Care Plan (EHCP) is to make special educational provision to meet the special educational needs of the child or young person, to secure the best possible outcomes for them across education, health and social care and, as they get older, prepare them for adulthood. To meet the assessed needs of pupils, three initial areas have been identified for service delivery. These will be the basis of the register but there will be opportunities for additional services to be added as and when the Council identifies them: • Tutoring - QTS Qualified/ Non QTS, Specialist Teachers and Additional Support • Therapies • Inclusion Support The requirements cover services falling within Schedule 3 to the Public Contracts Regulations 2015 (PCR 2015) and, as such, is not subject to the full regime of the PCR 2015 but is instead governed by the 'Light Touch Regime' contained within Chapter 3, Section 7 of PCR 2015 (Regulations 74 to 77). Tendering: The Council will run call-offs from the register to award contracts to suitable suppliers to deliver the services. Each call off will have it's own specification which will include a description of the service to be delivered as well as outcomes and Key Performance indicators to be met. After the initial stage of onboarding onto the register, it will be re-opened (at a date to be set) and it is the Council's intention for it to be open to applications all the time thereafter. Examples of supporting services could include tutoring pupils who are in education, providing tutoring or mentoring for pupils who are struggling to engage in education, supporting pupils who are educated other than at school (EOTAS) or working to provide specialist support to aid education placements and children and young people who require a more bespoke education package. The services in the Open Framework will include: • Tutoring (QTS qualified) in person/online  • Tutoring (non QTS) in person/online  • Specialist teachers in person/online  • Regulated Services supporting education - Therapies (HCPC registered)   • Other services supporting education - Inclusion Support (mentoring/non-registered therapies) in person / online  The framework will follow the 'Light Touch Regime' of the Public Contracts Regulations 2015, contained within Chapter 3, Section 7 of PCR 2015 (Regulations 74 to 77). It will be initially let for 4 years, with further optional extensions in flexible periods of up to 8 years, taking the maximum length of the Open Framework to 12 years. It will operate concurrently with the existing framework SEN Discretionary Payments Open Framework (CS18368) and will eventually replace it. Four information events will be held online in January to engage with existing and interested providers, which will include a presentation by the SEN Team, a question-and-answer session and an explanation of the tendering process by a member of the Procurement Team. These events will take place on the following dates: • Monday 20th January, 10:30 - 11:50 • Tuesday 21st January, 09:30 - 10:50 • Monday 27th January, 14:30 - 15:50 • Thursday 30th January, 14:30 - 15:50 Booking will be managed via Intend correspondence.
