Summary of the contracting process

Hampshire County Council has completed a procurement process for the SEND Alternative Provision, titled “SEND Alternative Provision (Call-Off Stage Two) for Tutoring, Inclusion Support & Therapies.” This contract focuses on providing essential education and support services for individuals with Education, Health and Care Plans (EHCPs), encompassing primary to higher education services within the South East region of the United Kingdom. The procurement process utilized a selective call-off from a framework agreement, which was active as of September 2025, and will run until the end of August 2029. The total contract value is up to £160,000,000, aimed at fulfilling statutory obligations under the Children & Families Act and SEND Regulations (2014).

This tender creates significant opportunities for small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) interested in providing tailored educational services. Businesses specializing in tutoring (both online and in-person), regulated therapies, and inclusion support are well-suited to compete for future call-offs. The flexibility of the framework allows for adjustments and additions, providing ongoing prospects for innovative service providers aiming to enhance support for pupils with special educational needs. Interested parties should maintain engagement through Hampshire County Council’s e-tendering portal to stay updated on future opportunities.
