Summary of the contracting process

National Highways Limited commissioned independent technical assurance, specialist advice and research on road restraint systems for its Safety, Engineering and Standards vehicle restraint team. The scope covers safety barriers, including bridge parapets, terminals, transitions, crash cushions, vehicle arrester beds, cattle grids, antiglare screens, pedestrian restraints and suicide-prevention restraints. The work supports procurement, development and maintenance of standards, incident investigations, and the operation of these systems across the motorway and trunk road network. National Highways sets the operating standards used on its network and advises other highway authorities, local authorities, maintaining agents, contractors and manufacturers. The service is classified as development consultancy. Delivery is associated with the United Kingdom and other named territories, including Europe, the Channel Islands and the Isle of Man.

The procurement is complete and was awarded to Amey OW Limited on 13 October 2026. The awarded value is £222,039.92. The contract runs from 13 October 2026 to 30 September 2028. It was procured through a selective call-off from a framework agreement. The original estimated procurement value was £300,000, and the tender submission deadline was 24 August 2026. The procurement was identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. No lot breakdown or evaluation criteria are recorded in the process information.

This award demonstrates demand from National Highways for independent, technically credible expertise across the full range of road restraint systems, rather than advice limited to a single product type. A future competitor would need the specialist knowledge and resources to provide assurance, research and practical guidance that supports standards, procurement, network operation and investigations into incidents. Credibility would also depend on being able to address sensitive and varied requirements, including responses to customer and external enquiries and expert evidence for coroners’ inquests. Suppliers should be prepared to advise not only National Highways but also other highway authorities, local authorities, maintaining agents, contractors and manufacturers on restraint-system issues and policy. The service is delivered through a framework call-off route, and the stated SME suitability indicates smaller businesses may be relevant participants.
