(NU/1190) Building Condition Survey
Notice Description
Newcastle University, Estate Support Service is responsible for the ongoing upkeep of all university properties. The University occupies an estate of circa 500,000 square metres (GIA) that has evolved gradually since the University was founded in 1834 and includes a diverse range of new, refurbished and listed buildings. These play an important part in defining the character of the University and are key elements in its heritage. University professionals carry out ongoing surveys of all of the building stock which embraces statutory compliance, fabric condition and building services elements. These surveys feed information into the university long term maintenance plan and form a key part of the statistics reported to the Higher Education Funding Council. Estate Support Service has identified the need to conduct a partial survey of the estate to ensure that the information on which investment decisions are made remains accurate and relevant. The purpose of this commission is to:- o Carry out a physical on-site Condition Survey of the properties - addressing both "building" and "M&E services engineering" elements in a consistent manner throughout the estate so as to arrive at a "like for like" set of detailed survey records o Carry out a physical on-site Statutory Compliance Survey of the properties - addressing both "building" and "services engineering" elements in a consistent manner throughout the estate so as to arrive at a "like for like" set of detailed survey records o Input the data obtained from the site surveys into a database. o Measure as required and apply appropriate costs to calculate expenditure required to return buildings to a serviceable state of repair, prioritise such costs and input data relating to cost of repairs and priorities to the database o The survey should not address any widespread upgrading of amenities, extending buildings or other major works, nor should the survey address general day-to-day small repairs and maintenance items (e.g. flashing light, dripping tap, sticky lock, etc.). This class of expenditure, along with cleaning of the buildings, is accommodated within the revenue budgets of the Estate Support Service. This tender was for the recruitment of a Contractor to deliver the above service. The CCS framework for Estate Professional Services (ref: RM928) was utilised for this tender, with all suppliers listed on the framework invited to tender.
